Quintin Haynes is an experienced public sector leader with an extensive background in managing transformational initiatives across local, state, and federal government. He
currently serves as Chief Deputy Director of the Internal Services Department for Los Angeles County—the largest county government in the United States—where he
oversees more than 2,100 employees and manages a nearly $1 billion budget. In this position, he leads critical operational functions such as procurement, information
technology, capital projects, energy management, and digital equity programs that support over 35 County departments.

Previously, Quintin served as Deputy County Executive for Prince William County, Virginia, and held senior leadership roles within New York City government, including
Acting Commissioner and Executive Deputy Commissioner at the Department of Citywide Administrative Services. His public service career began at the White House
and the U.S. Department of Commerce during the Obama Administration. Beyond government, Quintin is also an educator. He currently teaches U.S.
Government at Howard University and previously served as an adjunct professor of Public Management at New York University’s Robert F. Wagner Graduate School of
Public Service. He holds an MBA from Harvard Business School and an MPA from NYU Wagner, and graduated magna cum laude from Florida A&M University with a
degree in Political Science and Public Administration. A life member of Alpha Phi Alpha Fraternity, Inc., Quintin remains actively involved in alumni leadership for both NYU and FAMU and continues to contribute to his local community through mentorship and civic engagement.
